Description

LHC Procurement Group (LHCPG) is pleased to announce the commencement of development work for its next-generation Asset Safety and Compliance framework, ASC2.

ASC2 is intended to build upon the existing Asset Safety and Compliance (ASC1) framework and provide a comprehensive compliance and safety solution for public sector organisations responsible for the management, maintenance and operation of housing stock, public buildings and associated assets.

LHCPG is currently in the early stages of framework development and intends to undertake Preliminary Market Engagement (PME) with suppliers, consultants, contracting authorities and other relevant stakeholders to help inform the future scope, structure and delivery model of the framework.

Areas expected to be explored through the engagement process include:

  • Asset safety and statutory compliance requirements
  • Building safety and compliance requirements
  • Emerging legislation and regulatory changes
  • Procurement and commercial approach
  • Potential Lot and workstream structures
  • Regional and national delivery models
  • Digital compliance management, data and reporting solutions
  • Social value and sustainability priorities

The potential scope of ASC2 is currently expected to include services relating to:

  • Asbestos consultancy, surveying and removal services
  • Property protection and security services
  • Water hygiene, testing and treatment services
  • Heating, ventilation and air conditioning (HVAC) compliance services
  • Electrical testing, inspection and remedial works
  • Building safety and associated compliance services
  • Other statutory compliance disciplines identified through market engagement

The above scope is indicative at this stage and may be amended or expanded following Preliminary Market Engagement and further development of the procurement strategy.

LHCPG is keen to hear from organisations operating within the compliance, testing, inspection, maintenance and specialist consultancy sectors, as well as contracting authorities and other stakeholders with an interest in the future framework.

Preliminary Market Engagement activities are expected to commence in November 2026 and may include engagement events, surveys and other consultation opportunities. Further information on how to participate will be provided to interested organisations as the development of ASC2 progresses.

If you would like to be kept informed of future ASC2 engagement activities and opportunities to participate, please register your interest through this notice.

LHCPG looks forward to working with the market to develop a modern, flexible and compliant framework that supports public sector organisations in meeting their statutory, regulatory and building safety obligations.
