The facilities management procurement landscape

Public-sector FM buyers span a wide range of organisations. Local authorities are among the most prolific, procuring cleaning and security for civic buildings, catering for schools, grounds maintenance for parks, and M&E maintenance for their corporate property portfolios. NHS trusts and NHS Property Services manage complex estates where hard FM services such as statutory compliance and plant maintenance sit alongside soft services including catering and domestic cleaning. Universities commission FM across campuses that combine student residences, laboratories, and listed buildings, often under multi-year bundled contracts. The Government Property Agency manages a substantial portion of the central government office estate and procures FM centrally for multiple departments. Housing associations procure grounds maintenance, communal cleaning, and lift maintenance at scale. NHS Shared Business Services (NHS SBS) operates frameworks that member trusts can access without running their own full procurement process.

How facilities buyers procure

Facilities contracts range from single-service to total facilities management. Single-service contracts cover one discipline and suit buyers wanting direct accountability with specialists. Bundled contracts group related services for buyers seeking aggregation without full integration. TFM contracts place all or most services with a single provider and are favoured where buyers want one point of accountability and have the capacity to manage a strategic partner relationship.

Frameworks are the dominant route to market. The Crown Commercial Service FM Marketplace (RM6232) is the most widely used and is accessible to the entire public sector. Pagabo operates FM frameworks with regional and national lots. LHC provides frameworks focused on local authority and housing sector buyers. ESPO (Eastern Shires Purchasing Organisation) runs an FM and property services framework used by councils, schools, and blue-light services. NHS SBS frameworks carry pre-competed terms that simplify the route for health and social care buyers.

TUPE (Transfer of Undertakings, Protection of Employment) is a defining feature of FM procurement. Most contracts involve staff transferring from an incumbent provider, and buyers must provide employee liability information during the tender. Pricing a TUPE transfer accurately and setting out a credible mobilisation plan are scrutinised at evaluation. Social value requirements are now standard across public FM procurement, with buyers typically seeking quantified pledges on local employment, apprenticeships, living wage compliance, and environmental targets such as fleet electrification.

Public bodies must publish prior information notices or market engagement notices ahead of significant procurements. Framework membership removes a significant barrier to entry. Being listed on the CCS FM Marketplace, Pagabo, LHC, or ESPO demonstrates that your financials, accreditations, and health and safety systems have been independently assessed. Focus applications on the two or three frameworks whose lot structure and geography best match your business rather than applying broadly.

TUPE is where many bids are won or lost. Produce a mobilisation and transfer plan that acknowledges the specific workforce data provided and explains how you will maintain service continuity from day one. Method statements should be site-specific; referencing the buyer's own sustainability commitments or published estate strategy scores consistently better than generic capability descriptions. On price, account for all statutory costs including living wage uplifts, employer NI contributions, and any inherited pay grades. Public FM buyers have seen enough underbid contracts fail to treat unusually low prices with caution.
