Fire Safety Framework

LHC Procurement Group (LHCPG) is pleased to announce the commencement of development work for its next-generation Fire Safety Framework, FS3.

FS3 is intended to build upon the success of the existing Fire Safety (FS2) framework and provide a comprehensive procurement solution for public sector organisations seeking to manage, maintain and improve fire safety compliance across residential, public and community buildings.

We are currently in the early stages of framework development and will be undertaking Preliminary Market Engagement (PME) activities with contractors, consultants, manufacturers, service providers and contracting authorities to help shape the future structure and scope of the framework.

Areas expected to be explored through the engagement process include:

Fire safety compliance and risk management requirements Building Safety Act implementation and regulatory developments Fire safety remediation and improvement programmes Procurement Act 2023 considerations and framework design Lot and workstream structures Regional and national delivery models Competency, accreditation and certification requirements Digital fire safety information and asset management Social value and sustainability priorities Future market capacity and capability requirements

The framework is expected to include works and services relating to:

Fire consultancy and specialist advisory services Fire risk assessments and associated surveys Passive fire protection installation, maintenance and remediation Active fire protection systems Fire suppression systems Cladding and external wall remediation Building safety and fire compliance services Multi-disciplinary fire safety solutions Associated inspection, testing, servicing and maintenance activities

We are keen to hear from organisations operating within the fire safety consultancy, fire risk assessment, passive fire protection, active fire protection, fire suppression, cladding remediation, building safety and specialist compliance sectors.

The framework is anticipated to provide coverage across England, Scotland and Wales through the LHC Procurement Group's regional business units, including LHC Midlands, London and South East, NPA, NIPA, SPA, SWPA and WPA. The final geographic structure will be reviewed as part of the engagement process.

Pre-Market Enagaement is anticipated to commence March 2027. Further information regarding engagement events, surveys and consultation opportunities will be published in due course.
