The energy procurement landscape

Public energy buyers in the UK span a wide estate. Local authorities procure electricity and gas for their own buildings while commissioning retrofit programmes, heat network feasibility studies, and EV charging rollouts across public car parks and on-street locations. NHS trusts and integrated care systems are major energy consumers with legally binding net zero targets, so their estates teams actively procure energy efficiency measures, low-carbon heat, and on-site generation. Framework membership is near-essential for energy supply and increasingly important for retrofit and renewables. Assess which frameworks align with your specialism, turnover, and geographic coverage, then prioritise applications accordingly. A place on one or two well-matched frameworks generates a repeatable pipeline of mini-competitions and direct awards with far lower cost of sale than open tenders. Ensure your membership is current; lapsed accreditations or outdated insurance certificates are a common and avoidable reason for exclusion.

Decarbonisation tenders typically carry significant quality weightings and require bidders to demonstrate genuine technical expertise. Buyers will ask for case studies showing measurable energy and carbon savings from comparable projects, so invest in evidencing outcomes from completed schemes, including kilowatt-hour reductions, carbon equivalent savings, and occupant satisfaction where relevant. Generic capability statements do not differentiate; specificity does.

Social value is increasingly weighted in energy and retrofit tenders, particularly where Salix funding is involved. Buyers expect commitments to local employment, apprenticeships, and supply-chain spend in the community. Align your social value response to the buyer's published corporate plan or net zero strategy, and ensure commitments are measurable and deliverable rather than aspirational.

Finally, watch for clustered procurement activity. When a buyer completes an energy audit or receives Salix funding approval, a sequence of related tenders typically follows over the next six to eighteen months. Identifying these clusters early allows you to prepare responses, meet the buyer informally, and position your firm before the competition formally opens.
