UK Tender Portal Comparison: The Complete Guide

There are dozens of tender portals and alert services operating in the UK. Some are run by government for buyers to publish notices. Others are commercial tools to help suppliers find opportunities. Most SMEs need one from each category. This guide explains the difference and helps you choose the right combination.

The UK tender portal landscape

The single most important thing to understand when comparing UK tender portals is that there are two fundamentally different types of platform, built for fundamentally different purposes. Confusing them is the most common mistake SMEs make when trying to get started with public sector bidding.

Submission systems are platforms that buyers use to run their procurement exercises. When a local council, NHS trust or government department wants to put a contract out to tender, it logs into a submission system, creates the opportunity, and invites or advertises to suppliers. From a supplier's perspective, a submission system is where you register your organisation, express interest in specific opportunities, and submit your bid documents. The major submission systems operating in the UK include Find a Tender, Contracts Finder, Delta eSourcing, In-Tend, ProContract, Jaggaer, Atamis and EU-Supply. Each buyer organisation typically uses only one of these systems, which means the opportunity landscape is fragmented across many different platforms.

Discovery and alerting tools are platforms that suppliers use to find out which opportunities exist across the landscape, often before deciding which submission portals to register on. Rather than requiring you to check dozens of different buyer portals individually, discovery tools bring opportunity listings together and alert you to the ones that match your business profile. The main options in this category include TenderSignal, Tracker Intelligence and Tenders Direct.

Most SMEs that bid regularly for public sector work need at least one of each: a free account on the relevant government submission portals so they can actually submit bids, and a discovery tool to surface matching opportunities across the broader market. Using only a submission portal means you will miss opportunities published on systems you have not registered for. Using only a discovery tool means you will be alerted to opportunities you cannot yet submit to.

Government portals: free but incomplete

The UK government operates several free, statutory procurement portals where public sector buyers above certain thresholds are legally required to publish their notices. These are the starting point for any supplier entering the public sector market, and they are entirely free to use.

Portal Coverage Nations Threshold Matching Free?
Find a Tender (FTS) UK-wide statutory notices (above threshold, plus below-threshold notices under the Procurement Act) England, Scotland, Wales, NI Above threshold (from £135,018 goods and services, £5,193,000 works, incl. VAT) Keyword and CPV code only Yes
Contracts Finder Legacy notices for procurements started under PCR 2015 (before 24 February 2025) England primarily Above £10k central / £25k sub-central, excl. VAT (PCR 2015) Keyword and category filter Yes
Public Contracts Scotland Scottish public sector (comprehensive for Scotland) Scotland All thresholds Keyword search only Yes
Sell2Wales Welsh public sector (comprehensive for Wales) Wales All thresholds Keyword and sector filter Yes

Find a Tender replaced the EU's TED portal as the statutory publication point for above-threshold UK contracts after Brexit. It is the most important single source for high-value central and local government contracts. Its coverage of Scotland and Wales is partial because those nations have their own portals that buyers are required to use alongside FTS for devolved procurement. The keyword search is functional but requires careful construction: a poorly phrased search will miss relevant opportunities or bury them in noise.

Contracts Finder focuses on central government, executive agencies and arm's-length bodies. It covers some below-threshold spending, though coverage of sub-threshold council and NHS contracts is patchy. Under the Procurement Act 2023, new below-threshold notices go on the Central Digital Platform (Find a Tender) instead, so Contracts Finder now mainly carries procurements started under the old rules. For local government and NHS work, it is less comprehensive than FTS.

Public Contracts Scotland is the definitive source for Scottish public sector procurement. Scottish buyers are legally required to publish on PCS, which means coverage is genuinely comprehensive. The platform has both a public-facing search and a supplier registration portal for receiving opportunity notifications.

Sell2Wales is the equivalent for Wales. Welsh public sector buyers publish on Sell2Wales, covering local councils, NHS Wales, Welsh government bodies and associated organisations. Like PCS, registration is free and the coverage is reliable for its jurisdiction.

The critical limitation of all four government portals is that each covers only part of the market. FTS misses lower-value work below the notifiable amounts and many devolved notices. Contracts Finder misses most local authority and NHS procurement. PCS and Sell2Wales cover only their respective nations. Using all four still leaves significant gaps: the hundreds of below-threshold opportunities published directly on buyer-side systems such as In-Tend, ProContract, Jaggaer and Atamis that never appear on a central government feed.

Paid tender intelligence services: who they suit

Several commercial services collect UK tender notices and package them with matching, alerting and intelligence features on top. The main options differ significantly in price, target audience and depth of coverage.

Tracker Intelligence, part of BiP Solutions, is one of the longer-established paid tender intelligence platforms in the UK. It is used primarily by mid-market and enterprise organisations running structured business development functions: facilities management contractors, management consultancies, technology providers and construction firms with dedicated bid teams. Its major differentiator is the historical awards database, which allows BD analysts to profile buyer spending, benchmark win rates and forecast contract renewals. Subscriptions typically run from roughly two thousand to eight thousand pounds per year on an annual licence. For a detailed comparison, see our Tracker Intelligence alternative guide.

Tenders Direct (owned by Proactis, formerly Millstream Associates) offers UK and EU tender coverage, making it a natural choice for organisations with export ambitions or those supplying European institutions. Tenders Direct aggregates notices from across the EU as well as UK sources, which is useful if your business development spans multiple national markets. The platform is pitched at professional bid teams and tends to be positioned at a similar price point to Tracker. For more detail, see our BiP Solutions alternative guide.

TenderSignal takes a different approach. Rather than building for large BD teams, TenderSignal is designed for SMEs that want matched opportunities in their inbox without the overhead of a full intelligence platform. It covers 600+ UK and Irish sources, including all four government portals, the major devolved portals and hundreds of individual buyer-side systems such as In-Tend tenants, ProContract portals, Jaggaer instances and Atamis deployments. On Pro, AI relevance scoring ranks each opportunity against your business profile, CPV categories and preferred regions. Free lets you browse and discover, with no card: the free plan lets you search every live tender yourself and keeps one saved search with its matches, with a weekly email of how many new tenders it found. The Pro plan (£39/month + VAT, no minimum term) does the finding for you every morning, with daily delivery, unlimited saved searches, AI relevance scoring, buyer contact details and My bids to manage every bid. The Business plan adds team seats, expiring contracts in every sector and competitor intelligence. If your bidding activity is modest and you want relevant alerts without an annual contract commitment, TenderSignal is designed for exactly that position in the market.

Buyer portal aggregators vs standalone portals

Several platforms that appear in tender portal comparisons are actually buyer-side procurement systems, not supplier-facing discovery tools. Understanding this distinction helps clarify why no single free search covers the whole market.

Delta eSourcing is a procurement software platform used by hundreds of UK public sector buyers. Each buyer organisation operates its own Delta portal instance, and opportunities are published on the specific buyer's portal rather than on a central feed. Delta portals do publish notices to FTS for above-threshold contracts, but below-threshold and framework call-off opportunities often stay within the individual buyer's Delta instance. For a closer look, see our Delta eSourcing alternative guide.

In-Tend is similarly a multi-tenant system used by over a hundred UK councils, housing associations, police forces and universities. Each In-Tend client has its own procurement portal. Suppliers who discover a relevant opportunity on FTS or TenderSignal still need to register directly on that buyer's In-Tend instance to submit a bid. Our In-Tend guide explains how this works in practice.

ProContract, operated by Proactis (formerly Due North), serves a comparable set of buyers, particularly in local government and housing. Jaggaer is used by a mix of public and private sector buyers including some major infrastructure operators. Atamis is widely used across NHS procurement and several government departments. EU-Supply (part of Mercell) is used by university purchasing consortia and other public bodies.

Because each of these systems is used by a different subset of buyers, no single buyer-side portal gives comprehensive UK coverage. TenderSignal brings publicly visible opportunity listings from all of them into a single matched feed, so you see the opportunities without needing to check each buyer system separately. You still need to register on the relevant buyer portal when you decide to submit a bid, but the discovery step is centralised.

How to choose the right combination

For most SMEs entering or growing in the public sector market, the practical answer is a combination of free government accounts and a discovery tool.

Step one: register on the statutory portals. Create a free supplier profile on Find a Tender and Contracts Finder. If you work in Scotland, add Public Contracts Scotland. If you work in Wales, add Sell2Wales. These accounts are free, take less than an hour to set up, and give you access to the above-threshold notice landscape. They will also be required when you come to submit bids.

Step two: use a discovery tool for matching and alerting. Manually checking four government portals every day is time-consuming and will still miss the significant portion of the market that sits on buyer-side systems. A discovery tool like TenderSignal covers the full landscape and surfaces matched opportunities in your inbox, so you are not relying on keyword searches you have to maintain yourself.

Step three: register on specific buyer portals as needed. Once you identify a relevant buyer through your discovery tool or through an existing relationship, register on that buyer's portal directly. If a council uses Delta eSourcing, create an account there. If an NHS trust uses Atamis, register on their Atamis instance. You do not need to register everywhere in advance: register when you have a specific reason to submit.

Framework-focused SMEs should also monitor the specific consortium portals relevant to their sector. If you supply to universities, the SUPC, NWUPC or LUPC portals run opportunities specific to their member institutions. If you target housing associations, watching procurement consortiums such as Fusion21 alongside the general feed will give you earlier sight of framework opportunities.

Organisations with a dedicated bid team and a target market of high-value, above-threshold central government contracts may find that Tracker Intelligence's historical database adds genuine strategic value. For SMEs, the combination of free statutory portals plus TenderSignal covers the vast majority of the market at a fraction of the cost.

Tender portal comparison: frequently asked questions

Do I need to register on multiple portals?

Yes, but not all at once. Every supplier bidding for UK public sector work should have free accounts on Find a Tender and Contracts Finder as a baseline. If you work in Scotland, add Public Contracts Scotland; if in Wales, add Sell2Wales. Beyond that, register on specific buyer portals such as Delta eSourcing, In-Tend or Atamis only when you have identified a relevant buyer who uses that system. A discovery tool like TenderSignal helps you identify which portals are worth registering on by showing you which systems your best-match opportunities come from.

What is the difference between Find a Tender and Contracts Finder?

Find a Tender (FTS) is the UK's statutory portal for above-threshold procurement notices. UK public sector buyers are legally required to publish contracts above the relevant threshold (from 1 January 2026, £135,018 for central government goods and services, £207,720 for other buyers and £5,193,000 for works, including VAT) on FTS. Contracts Finder is a separate system that carried above and below-threshold contracts under the old PCR 2015 rules; under the Procurement Act 2023, new notices are published on Find a Tender (the Central Digital Platform) instead. In practice, FTS has broader UK-wide coverage of high-value contracts, while Contracts Finder is particularly useful for Whitehall department and national agency spending. Most suppliers should register on both.

Can TenderSignal replace Contracts Finder?

TenderSignal includes notices from Contracts Finder as one of its 600+ sources, so you will see Contracts Finder opportunities in your TenderSignal matched feed without having to check the portal directly. However, TenderSignal is a discovery and alerting tool, not a submission platform, so you still submit through the buyer's own e-tendering portal linked from the notice. The practical workflow is: use TenderSignal to find the opportunity, then register and submit through the relevant buyer portal.

Which tender portal has the best coverage?

No single portal covers the whole UK public sector market. Find a Tender has the broadest statutory coverage for above-threshold contracts across all four UK nations, but it misses below-threshold spending and opportunities on buyer-side systems that do not publish to a central feed. TenderSignal covers 600+ sources including all four government portals, Public Contracts Scotland, Sell2Wales and hundreds of individual buyer-side systems. Even so, some below-threshold and closed-framework opportunities remain visible only on the specific buyer's own portal.

Is there a free alternative to Tracker Intelligence?

Yes, partly. TenderSignal's free plan needs no card and lets you search all live tenders across our 600+ sources yourself and keep one saved search with its matches, with a weekly email of how many new tenders it found. It does not replicate Tracker's historical awards database or pipeline forecasting features, which are primarily useful for large BD teams. For straightforward tender discovery and alerting, TenderSignal's free search competes directly with paid services in terms of coverage. For government-only options, Find a Tender, Contracts Finder, Public Contracts Scotland and Sell2Wales are all entirely free.
