What is BiP Solutions?
BiP Solutions is a Glasgow-based procurement intelligence company that has operated in the UK public sector market for several decades. Its flagship product for suppliers is Tracker, a subscription tender intelligence service. Tenders Direct, often compared with it, is a separate service owned by Proactis (formerly Millstream Associates) that aggregates contract notices from UK and European procurement portals into a searchable database with keyword alerts and award intelligence. We compare it with TenderSignal in its own guide: see our Tenders Direct alternative page.
The company also operates Delta eSourcing, a buyer-facing e-procurement platform used by councils, housing associations, emergency services and other public bodies to manage their tendering processes. Delta eSourcing and Tracker are complementary products within the BiP group: Delta is the tendering system that buyers use; Tracker is the intelligence layer that suppliers pay for.
Tenders Direct draws from a broad set of sources including the UK's Find a Tender service, the Official Journal of the European Union (OJEU), Public Contracts Scotland, Sell2Wales and a range of other national and regional portals. The platform has been operating since the days when OJEU notices were the primary mechanism for high-value UK contract publications, and it has built up a substantial historical database of awarded contracts alongside live notices.
Subscriptions to Tenders Direct include keyword-based alerts, access to award notices and, depending on the tier, additional analytics and account management support. The service is aimed at suppliers of all sizes, though its pricing and feature set tend to make most sense for organisations with a dedicated bid function or business development team.
Where BiP Solutions works well
For certain types of supplier, Tenders Direct remains a strong choice. The platform has genuine strengths that are worth acknowledging.
European and international coverage. Tenders Direct continues to index OJEU and its successor the TED (Tenders Electronic Daily) database, as well as notices from Irish, Scottish and Welsh portals. If your business actively pursues contracts in EU member states or has clients requiring visibility of cross-border procurement, this breadth is useful and not easily replicated by UK-only services.
Award intelligence. The historical database of awarded contracts is one of Tenders Direct's more distinctive assets. For businesses that want to understand which suppliers are winning contracts in a particular sector, or that need to map a buyer's historical spend before approaching them, the award records provide a starting point that goes beyond what is publicly available on Find a Tender alone.
Established relationships. BiP has long-standing relationships with many UK public sector procurement teams and organises supplier events and training programmes. For firms new to public sector bidding, these ancillary services can provide useful context alongside the raw notice data.
Export-oriented businesses. If you are actively targeting contracts in the Republic of Ireland, or if your sector involves large cross-border frameworks, having EU notices alongside UK ones in a single interface reduces the number of systems you need to monitor.
Where it falls short for UK SMEs
Despite its strengths, Tenders Direct is not the right fit for every supplier. UK-focused SMEs in particular frequently encounter friction with the platform.
Cost. Tenders Direct is a paid subscription service with pricing that reflects its positioning as an enterprise intelligence tool. For a small business exploring public sector tendering for the first time, the subscription cost represents a meaningful commitment before any contract has been won. There is no meaningful free tier, which means suppliers must pay to discover whether the platform's coverage matches their needs.
EU noise for UK-only suppliers. The same European coverage that makes Tenders Direct valuable for export-oriented firms creates clutter for suppliers focused entirely on the UK market. Keyword-based alerts that span the OJEU database will surface notices from French, German and Polish buyers alongside UK ones. Filtering these out reliably requires careful configuration, and the ongoing burden of managing false positives falls on the supplier.
Keyword matching rather than AI matching. Tenders Direct uses keyword and category-based filtering to surface relevant notices. This approach works reasonably well when a supplier's services map neatly onto standard CPV category codes, but it struggles with suppliers whose offering is cross-sector, niche or described in language that does not match standard procurement terminology. Relevant opportunities are missed; irrelevant ones get through.
Interface complexity. Tenders Direct is a feature-rich platform that has accumulated functionality over many years. For a small business owner who needs to check whether there are relevant opportunities in ten minutes before moving on to other work, the interface can feel heavier than the task requires. Setup, configuration and ongoing management take time that SMEs often do not have.
How TenderSignal compares
TenderSignal is built specifically for UK SMEs who want relevant tender alerts without the overhead of a complex enterprise platform. The table below summarises the main differences.
| Feature | BiP Solutions / Tenders Direct | TenderSignal |
|---|---|---|
| UK sources | Yes (Find a Tender, PCS, S2W, Delta) | Yes (600+ sources including all major UK portals) |
| Matching method | Keyword and CPV category filters | AI relevance scoring against your business profile |
| Free tier | No | Daily matched alerts on Pro, ranked by fit; Free sends a weekly count of new matches |
| Price | Paid subscription (enterprise positioning) | Free to start; Pro and Business tiers available |
| EU coverage | Yes (OJEU / TED, cross-border notices) | UK and Ireland focus; no EU noise by default |
| Setup time | Account configuration, keyword tuning required | Describe your business; alerts live in minutes |
The core difference is in the matching approach. TenderSignal asks you to describe your business in plain language and uses that description to score incoming notices for relevance. You do not need to know your CPV codes or anticipate every keyword variation a buyer might use. The AI model handles that translation, which means the alerts you receive are more likely to reflect what your business actually does rather than what procurement categories you happen to have selected.
Who each service suits
Both platforms have a legitimate place in the market. The question is which one fits your situation.
BiP Solutions and Tenders Direct suit you if: you have a dedicated bid or business development team that can manage the platform and tune keyword filters; you actively pursue contracts in EU member states or the Republic of Ireland; you need comprehensive award intelligence to map competitor wins and buyer spend history; or you are a larger organisation for whom the subscription cost is a small proportion of the contract values you are targeting.
TenderSignal suits you if: you are a UK-focused SME without a specialist bid team; you want to start monitoring for opportunities without paying a subscription before you know whether public sector tendering is right for your business; you find keyword management time-consuming and prefer a system that learns your business from a description rather than requiring ongoing configuration; or you want matched alerts every morning on Pro, with free search on the Free plan, from all major UK procurement portals in a single place without European notices creating noise in your feed.
For many UK SMEs, the two services are not really in competition. The question is not which platform to use but whether the cost and complexity of Tenders Direct is justified given your current level of activity in public sector tendering. If you are starting out or returning to tendering after a gap, TenderSignal's free tier is a lower-risk starting point. If you are already an active bidder with European ambitions and a team to manage the platform, Tenders Direct's broader coverage and award intelligence may justify the investment.
