What is ProContract?
ProContract (also known historically as Due North, and now part of the Proactis group) is a procurement management system used by UK public sector buyers to manage their tendering processes. Councils, housing associations, NHS trusts, universities and other public bodies use ProContract to publish contract notices, issue Invitations to Tender (ITTs) and receive supplier responses in a controlled, auditable way.
Like other procurement management platforms, ProContract operates on a multi-tenant model. Each buyer organisation has its own dedicated portal, typically branded with the buyer's name and accessed via a unique URL. Suppliers must register separately on each buyer's portal to receive notifications, access tender documents and submit bid responses. There is no unified ProContract marketplace where all opportunities appear together in one place.
For public sector buyers, this arrangement works well. It gives each organisation control over their supplier register, their evaluation process and their communications with bidders. For suppliers, particularly smaller businesses working across multiple sectors or regions, the reality is more complicated.
The problem with managing multiple ProContract portals
If your business supplies goods or services to a range of public sector bodies, you may already be registered on several ProContract portals. Each registration is a separate account, with its own login credentials, notification preferences and supplier profile. When a new contracting authority adopts ProContract, there is no automatic mechanism to tell you about it unless you encounter the portal directly or receive a recommendation.
This fragmentation creates three practical problems for suppliers:
- Discovery gaps. A council or housing association in your region may publish a contract perfectly suited to your business, but if you are not registered on their specific ProContract portal you will never see it. There is no central directory of active ProContract buyer portals and their current opportunities.
- Registration overhead. Each new portal registration takes time: company details, financial information, insurance certificates, category classifications. Registering speculatively on dozens of portals before knowing whether a buyer is relevant to you is inefficient, especially for a small team.
- No cross-portal matching. Even if you are registered on ten ProContract portals, you receive ten separate sets of email notifications with no unified view or relevance filtering. Identifying which of those opportunities genuinely match your capabilities requires manual triage across multiple inboxes and dashboards.
The net result is that many suppliers either over-register on portals speculatively, maintaining accounts they rarely use, or under-register and miss genuine opportunities because they simply do not know certain buyers are active on the platform.
ProContract vs TenderSignal: different problems
ProContract and TenderSignal solve different problems, and they are complementary rather than competing products.
ProContract is a bid submission and procurement management system. It is the platform through which buyers manage their end-to-end tendering process and through which suppliers formally respond to tenders. To participate in a ProContract-hosted procurement, you must be registered on that specific buyer's portal. ProContract is how you submit a bid. TenderSignal is how you find the opportunities.
TenderSignal is a discovery and alerting tool. It brings public contract notices from ProContract portals and hundreds of other UK procurement systems into a single, searchable feed, and matches them against your business profile, sector and region so relevant opportunities reach you automatically.
In practice, the two tools work together in sequence. You use TenderSignal to find a relevant opportunity published on a ProContract portal run by, say, a metropolitan council or a regional housing association. You then go to that buyer's ProContract portal, register as a supplier and submit your expression of interest or tender response through ProContract in the normal way.
TenderSignal handles the discovery layer. ProContract handles the submission layer. You still need ProContract to bid; TenderSignal tells you which portals to register on and when a relevant opportunity has appeared.
How TenderSignal covers ProContract portals
TenderSignal covers the public notices published on ProContract buyer portals across the UK. These listings are publicly accessible and contain the information contracting authorities are required to publish: the buyer's name, the contract title, the procurement category, the estimated contract value and the deadline for expressions of interest or tender submissions.
ProContract portals currently covered by TenderSignal include regional consortium portals and a national catch-all portal that captures buyers operating outside the regional consortium structure. As additional ProContract portals publish public notice listings, they are added to the TenderSignal index.
When you set up a TenderSignal profile with your business description, CPV categories and region, the platform matches incoming ProContract notices against your criteria and sends you alerts for relevant opportunities. You can then click through to the specific buyer's ProContract portal to read the full tender documents and register as a supplier where appropriate.
This workflow means you are registering on ProContract portals where a genuine, relevant opportunity already exists, rather than maintaining dozens of speculative registrations across portals that may never publish anything relevant to your business.
Who needs a ProContract alternative?
The term "alternative" is slightly misleading, because TenderSignal does not replace ProContract's bid submission functionality. What it replaces is the manual, portal-by-portal monitoring that suppliers currently rely on to stay informed about ProContract opportunities. The businesses that benefit most are:
- Suppliers managing multiple ProContract registrations who want a unified view of all relevant notices without logging into each portal separately or triaging multiple notification emails.
- Businesses new to public sector tendering who want to understand which ProContract buyer portals are active in their sector and region before investing time in registration.
- SMEs without a dedicated bid team who cannot monitor procurement portals daily and need automated matching and alerting to stay competitive with larger suppliers who have dedicated business development resource.
- Businesses expanding into new sectors or regions who want to identify which ProContract buyers are procuring in those areas before building a presence there.
If you currently rely on manual checks of individual ProContract portals, speculative registrations or word-of-mouth to find out about new contracts, TenderSignal gives you a more systematic and comprehensive view of ProContract activity alongside hundreds of other major UK procurement systems in a single place.
