What is In-Tend?

In-Tend (also referred to as In-Tend Host or Intend Host) is a procurement management system used by more than 105 UK public sector organisations to manage their tendering and sourcing activity. Councils, housing associations, universities, police forces and other public bodies use In-Tend to publish contract notices, issue Invitations to Tender (ITTs), manage supplier registers and receive formal bid submissions.

Like most modern e-procurement platforms, In-Tend operates on a multi-tenant model. Each contracting authority has its own branded portal, typically accessible via a dedicated URL or a white-labelled subdomain. Councils, housing associations, universities and police forces across the UK all run separate In-Tend portals. To a supplier, these look like independent websites, but they are all running on the same underlying platform.

For buyers, this arrangement is convenient. Each organisation retains control of its own supplier register, communications and evaluation workflow. For suppliers, however, it creates a real challenge: to receive ITTs and formal procurement notifications from an In-Tend buyer, you must register directly on that organisation's specific portal. There is no single In-Tend marketplace where all notices from all tenants appear in one place.

The problem with managing multiple In-Tend portals

If your business supplies to councils, housing associations, universities or other In-Tend users, you may already hold accounts on several of their portals. Each account is separate: its own login, its own profile, its own notification settings. When a new council or housing association adopts In-Tend, or when an existing tenant publishes a notice that happens to match your capabilities, you will only hear about it if you are already registered on their specific portal or if you happen to check it manually.

This creates three practical problems for suppliers:

  • Discovery gaps. A housing association two counties away may publish a cleaning or maintenance contract that is a perfect fit for your business. If you are not registered on their In-Tend portal, you will never see it. There is no central In-Tend directory that lists all active buyer tenants or surfaces their live opportunities in one feed.
  • Registration overhead. Registering on an In-Tend portal takes time. You typically need to provide company details, financial information, insurance certificates and sector classifications. Registering speculatively across dozens of portals before knowing whether a buyer is relevant to you wastes resource that most SMEs do not have.
  • No cross-portal visibility. Even suppliers registered on ten or fifteen In-Tend portals receive separate notifications from each one. There is no unified view, no relevance scoring and no way to compare opportunities across the whole tenant network without logging into multiple systems.

In-Tend vs TenderSignal: different tools for different jobs

In-Tend and TenderSignal are complementary rather than competing products. They operate at entirely different stages of the procurement process.

In-Tend is a bid submission and procurement management system. It is the platform through which buyers run their procurement processes and through which suppliers formally submit tender responses, complete questionnaires and communicate with the contracting authority. To participate in an In-Tend-hosted tender, you must register on that buyer's specific portal. There is no way around this: In-Tend is the submission channel.

TenderSignal is a discovery and alerting layer. It brings the public contract notices that In-Tend portals publish, alongside notices from hundreds of other UK procurement systems, into a single searchable feed. It helps you identify which opportunities exist and which In-Tend portals are worth registering on before you invest the time in doing so.

In practice, the two work together in sequence. You use TenderSignal to spot a relevant notice from, say, a district council running In-Tend. You then visit that council's In-Tend portal, register as a supplier and submit your response through In-Tend in the normal way. TenderSignal handles the discovery step. In-Tend handles the submission step. Neither replaces the other.

How TenderSignal covers In-Tend portals

TenderSignal covers the public notices on In-Tend tenant portals across the UK, updated daily. These listings contain the information contracting authorities are required to publish: the buyer name, the contract title, the procurement category, the estimated value and the submission deadline. Because the listings are public by design, TenderSignal can collect and index them without requiring a supplier account on each portal.

In-Tend portals currently covered by TenderSignal include more than 105 councils, housing associations, universities, police forces and other public bodies. As new In-Tend tenants begin publishing public notices, TenderSignal adds them to the index.

When you configure a TenderSignal profile with your business description, CPV categories and region, the platform matches incoming In-Tend notices against your criteria and alerts you to relevant opportunities. You can then click through to the specific buyer's In-Tend portal, register as a supplier on that portal and submit your response through it. The result is that you are registering purposefully on portals where a live, relevant opportunity already exists, rather than registering speculatively across the entire network hoping something will come up.

Who needs an In-Tend alternative?

Any supplier that sells goods or services to UK public sector bodies and wants a comprehensive, low-effort view of In-Tend opportunities will benefit from seeing every In-Tend portal in one feed. The businesses that gain most are:

  • Suppliers servicing multiple councils and housing associations who already hold several In-Tend registrations and want a single dashboard rather than multiple separate logins and notification streams.
  • Firms frustrated by managing dozens of In-Tend portal registrations who spend more time on account administration than on assessing actual opportunities.
  • Businesses expanding into new regions who want to identify which In-Tend buyers are active in those areas before committing to registration and profile maintenance on each one.
  • SMEs without a dedicated bid team who cannot afford to check procurement portals every day and need automated matching to surface relevant In-Tend notices in a regular digest.
  • Suppliers new to public sector tendering who want to understand the landscape of In-Tend buyers in their sector before deciding where to invest registration time.

If you currently rely on manually checking individual In-Tend portals, or on email notifications only from portals you have already registered with, TenderSignal gives you a faster and more complete view of the In-Tend network alongside every other major UK procurement system in one place.

In-Tend alternative: frequently asked questions

Is In-Tend free for suppliers?

Registering as a supplier on an In-Tend buyer portal is generally free of charge. However, each contracting authority operates its own separate tenant portal, so you may need to register multiple times if you want to receive formal notifications and access tender documents from several different buyers. Some portals require suppliers to maintain an up-to-date profile and periodically renew their registration to remain active on the supplier register.

How many portals use In-Tend in the UK?

More than 105 UK public sector organisations use In-Tend as their procurement management system. These include local councils, housing associations, universities, police forces and other public bodies. Because each organisation runs its own branded tenant portal, the total number of portals grows as new organisations adopt the platform. TenderSignal monitors the public notice listings from all In-Tend portals it has identified and adds new tenants as they are discovered.

Do I still need to register on In-Tend to submit a bid?

Yes. TenderSignal is a discovery and alerting tool, not a tendering platform. If you find a relevant opportunity through TenderSignal that is hosted on an In-Tend portal, you will still need to go to that specific buyer's In-Tend portal, register as a supplier and submit your response through it. TenderSignal tells you which opportunities exist and which portals are worth your time. In-Tend handles the formal tendering and submission process.

Does TenderSignal include all In-Tend portals?

TenderSignal covers public notice listings from more than 105 In-Tend tenant portals. Coverage is based on publicly accessible listings. Portals that do not publish notices publicly, or that only communicate opportunities directly with pre-registered suppliers, may not appear in the TenderSignal feed. New In-Tend tenants are added to the index on an ongoing basis.

What is the difference between In-Tend and Contracts Finder?

Contracts Finder is the UK government's central portal for publishing contract notices and awarded contract information, primarily for lower-value opportunities in England run under the old Public Contracts Regulations 2015; notices under the Procurement Act 2023 go on Find a Tender. In-Tend is a procurement management system used by individual buyer organisations to manage their tendering processes internally. Buyers using In-Tend may also publish notices to Find a Tender or Contracts Finder to meet statutory requirements, but the In-Tend portal is where the actual tender documents, supplier communications and bid submissions take place. TenderSignal covers both Contracts Finder and In-Tend portals, as well as Find a Tender, Public Contracts Scotland, Sell2Wales and hundreds of other UK buyer portals.
