Who commissions public sector construction?

Frameworks and DPS in construction
Many construction contracts are placed through frameworks rather than one-off tenders. Major frameworks include the Southern Construction Framework, Pagabo, Procure Partnerships, and the Crown Commercial Service construction frameworks. Getting onto a framework allows contractors to bid for call-off contracts without going through a full tender process each time.
