THIS IS NOT A CALL FOR COMPETITION - Leicester City Council is reviewing future arrangements for the commissioning and delivery of Assisted Transport services and would like to invite your organisation to participate in a soft market test. The purpose of this soft market test is to gather feedback from transport providers on a number of areas that may influence how services are designed and contracted in the future. This includes views on route-based versus individual journey contracting, the potential use of block contracts, Passenger Assistant recruitment, training and workforce development, the management and oversight of subcontracted transport, and how flexibility can be maintained where service users’ transport needs change at short notice.

We are also interested in opportunities to improve service quality, sustainability and value for money. Your experience and knowledge of delivering transport services are extremely valuable in helping us understand the opportunities and challenges facing the sector. The feedback received will help inform our future thinking and discussions about how services can best meet the needs of children, young people and adults who rely on assisted transport.

Please note that this soft market test is for information-gathering and market engagement purposes only and does not form part of any procurement process. Participation is entirely voluntary, and responses will be considered alongside feedback from other stakeholders and wider market engagement activity.
