What happened
Liverpool City Council awarded this contract to next energy solutions worth £5,874,693 on 13 Oct 2025. The contract runs until 31 Mar 2028.
Description
Liverpool City Council (LCC) requires a contractor to deliver energy efficiency improvements under the Warm Homes Local Authority Grant scheme (WHLG).
The Department for Energy Solutions and Net Zero (DESNZ) have made funding available for local authorities to deliver energy performance and low carbon heating updates to low-income homes. The scheme targets households in privately owned homes (both owner-occupied and privately rented) with Energy Performance Certificate (EPC) ratings of D to G. The objective is to upgrade these properties to EPC Band C by 2030, reducing fuel poverty and contributing to the UK’s Net Zero 2050 goals.
Liverpool City council have currently secured an allocation £6.7m (£5,874,692.69 for Capital works, and £898,482.41 for Administration & Ancillary) to deliver energy efficiency improvements under the Warm Homes Local Authority Grant Scheme. This allocation is to be delivered between 2025 and 31st March 2028.
It is known additional grant allocations are possible under WHLG; the council reserve the right to instruct further delivery of works to the appointed contractor in the event additional grant allocations are received and instruct suitable extensions.
It is envisaged this opportunity could extend beyond 2028 and allocations of funding could increase up to a maximum £18million; which is the current remaining budget permitted under Lot 2 of LCC’s Energy Efficiency framework.
Final release of grant allocation is subject to satisfying DESNZ requirements, once a contractor is appointed, a mobilisation phase will take place. The appointed contractor and LCC will be required to attend an interview to provide delivery assurance that the scheme requirements can be met. Final release of Grant Funding is subject to LCC and the appointed contractor satisfying DESNZ requirements.
