Description

SPS is undertaking a strategic technology modernisation project to migrate the PR2 system from a legacy Oracle Forms and Reports platform, operating on an Oracle database, to a modern, modular, opensource technology stack deployed within a secure Cloud environment. This project shall include the migration and on-going support and maintenance for the duration of the Contract Term.

The Contract Term shall be 7 years (not including implementation which shall be limited to a maximum of 18 months) with the option to extend by up to an additional 6 years.

Additional information

The Supplier shall possess the following accreditations as a minimum:

  • International Standard for Quality Management Systems ISO90001;
  • Information Security Management (ISO27001);
  • Software coding to ISO 25010; and
  • Cyber Essentials (required). Plus (desired).

The Supplier or their selected host provider shall possess the following accreditations as a minimum:

-Security controls tailored to cloud services ISO27017; and

-Personal Data in the Cloud Security (ISO27018).

It is preferrable the Supplier has the following accreditations or, as a minimum, have and demonstrate processes in place that align with them:

  • IT Service Management (ISO20000).

If the Supplier uses a third-party public cloud provider as part of the solution, then the public cloud provider shall also possess the above accreditations

The Supplier shall ensure they are Web Content Accessibility Guidelines (WCAG) 2.2 compliant or working towards it.

How to engage

Financial information will be evaluated as Pass or Fail using turnover as a percentage of SPS business, the ratio between assets and liabilities, interest cover, gross margin and operating margin. - Assessment will reflect SPS’s consideration that there are no adverse financial factors noted and the bidder assessed as a low or acceptable level of commercial risk for SPS – (Pass). - Where, in the view of the SPS the bidder has insufficient financial or economic resources to undertake a contract of this scale and/or the bidder’s financial position is likely to put the contract at risk should they be awarded the contract, the SPS reserves the right to exclude (Fail) an organisation from the tender stage. - Failure to provide the requested financial information will result in a Fail.
