Framework Agreement for Temporary and Longer Term Supported Accommodation, Temporary Managed Accommodation and Housing First

Swansea Council is establishing a Framework for housing related support in Temporary and Housing First accommodation for people experiencing homelessness.

There will be three separate lots available as follows;

• Lot 1 Temporary / Longer term Supported Accommodation
• Lot 2 Managed Accommodation
• lot 3 Permanent Supported Accommodation (Housing First)

The Housing Support Programme Grant conditions and guidance makes provision for a range of opportunities on how housing related support can be provided.

Housing First is an approach to supporting people with high level, multiple and complex needs designed to deliver a sustainable exit from homelessness by helping individuals access an independent tenancy as quickly as possible and providing the support they need for as long as they need it to sustain their accommodation.

Service Users will often have histories of entrenched difficulties with interrelated health and support needs which significantly impact their life and ability to function in society. Alternative supported accommodation options and other service offers are often incapable of supporting individuals with these overlapping needs. Additionally, many service users accessing Housing First may have previously experienced disruption and instability as a result of the break-down of other accommodation and support arrangements.
