Support Capability and Commodities (SCC) - Support Capability and Procurement Improvement Opportunities

SCC is looking to challenge the existing way it provides its current support to the frontline commands and therefore seeks to engage with industry to determine the best approach to deliver new innovative support to the SCC capabilities.

*** 29/09/26 - Thank you for your support and participation in the Market Engagement Event (MEE). The ideas and lessons learnt have been invaluable in formulating the strategy for the future pipeline of procurements. In the short term the Support Capabilities and Commodities (SCC) strategy is to rationalise the significant number of contracts the team are currently managing. Rationalisation will be at the capability level, the Workshops In Service Support Contract (WISSC) procurement was published in the summer and will be followed by Airfield Clearance in Quarter 4 (Jan-Mar) of FY26/27, and Air Cargo Loading in Quarter 1 (Apr-Jun) of FY27/28. The Authority is in the early stages of planning additional future procurements; these will be advertised via a UK1 Pipeline Notice in due course.

In developing the future procurement strategies, SCC is utilising all the good ideas gathered from Industry and is especially keen in continuing to work collaboratively with Industry through each procurement.

Notes: 02/11/26 - Since the email I sent out on 29 September 2026 (below in this email), the Authority has received several questions as to the strategy for the upcoming Procurements (Air Cargo Loading Capability (ACLC) and Airfield Clearance Capability (AfCC), NB: Workshops In Service Support Contract (WISSC) is a current active procurement). To assist in Industry’s preparations for the upcoming pipeline procurement activities, I wanted to provide some further details around the Authority’s strategy.

The Procurement will be under the Procurement Act 2023 through the Competitive Flexible Procedure. The Authority is seeking a Prime contractor to replace its current equipment, depending on the project, either through a Capability approach or straight equipment replacement and provide in-service support. Industry will be best placed to decide whether the solution is buy, lease or a hybrid approach. Contracts are likely to be 10 years in length and the in-service element an Availability approach. The Authority is keen to continue to work collaboratively with Industry and may, depending on the project, test the requirements with Industry post the PSQ stage and before issuing the ITT.
