What are Spend Network and Open Opportunities?

Spend Network is a company that collects, manages and analyses public procurement data from around the world. Its website says it set out to collect every public tender and contract in the world, and that it works with data from more than 150 countries. It serves government buyers, suppliers, consultancies, researchers and data vendors.

It has two main products. Open Opportunities (openopps.com) is a web application for searching open tenders from many countries in one place. The API delivers procurement data into your own systems. This page compares the Open Opportunities search product with TenderSignal, since that is what most suppliers mean when they search for Spend Network as a tender tool.

What Open Opportunities does well

  • Global scope. Its website says it covers 180+ countries from 1050+ sources. If you sell internationally or research overseas markets, one search across that many portals is a real convenience.
  • A data-first approach. It says it checks its sources every day, publishes data quality reports, tags tenders with CPV codes and shows each notice once.
  • Activity search. The Team plan includes what it calls activity search, designed to find tenders even when a buyer uses different wording from your keywords.
  • An API. Teams that want to feed tender data into their own systems can do so, with pay-as-you-go pricing starting at a £100 credit.
  • A free trial. It offers a 7 day free trial with no credit card required, according to its pricing page.

How TenderSignal approaches it differently

TenderSignal is not a global data company. It is built for suppliers who want to win UK and Irish public sector work. We cover England, Scotland, Wales, Northern Ireland and the Republic of Ireland, including the national portals (Find a Tender, Contracts Finder, Public Contracts Scotland, Sell2Wales, eTendersNI and eTenders in Ireland) and 600+ buyer portals that we check directly. These include councils, NHS bodies, housing associations, universities and utilities, on platforms such as In-Tend, Delta eSourcing, ProContract, Atamis and Jaggaer.

That depth matters locally: around one in four live tenders we carry is not on any national portal. Because we concentrate on one region, you can filter by UK nation, sector and buyer type, and see the buyer behind each notice.

Buyer contacts are the second difference. Pro, at £39 a month + VAT with monthly billing and cancel any time, shows the buyer contact name, email and phone number. It also includes daily delivery of every match, an AI relevance score with its reasoning, unlimited saved searches and contracts coming up for renewal in your sectors.

Free lets you browse and discover, with no card, and the free plan has no time limit: you can browse every live tender, search, filter and sort, see award history and competitor profiles, and keep one saved search with its matches in your account, with a weekly email of how many new tenders it found.

Who each suits

Spend Network and Open Opportunities may suit you if you bid internationally, work for an export group or consultancy that scans many countries, or need procurement data delivered by API for your own product or research.

TenderSignal may suit you if your market is the UK, Ireland or both. It is designed for SMEs and bid teams who want the national portals and buyers' own portals in one filtered feed, with buyer contacts on Pro at £39 a month + VAT and a free plan to start, with no card.

The two are not direct substitutes. A supplier with an overseas pipeline might use Open Opportunities for international notices and TenderSignal for home-market coverage.

Spend Network alternative: frequently asked questions

What is the difference between Spend Network and Open Opportunities?

Spend Network is the company: a global procurement data business with an About page describing data from more than 150 countries. Open Opportunities (openopps.com) is its web application for searching open tenders, and it also offers an API. When suppliers search for Spend Network as a tender tool, they usually mean Open Opportunities.

How much does Open Opportunities cost?

According to its pricing page in October 2026, Solo is £120 a month per user (£1,440 annually) and Team is £259 a month per team (£3,108 annually). API access is pay as you go from a £100 credit. It also offers a 7 day free trial with no card. TenderSignal Pro is £39 a month + VAT, and the free plan has no time limit.

Is there a free version of Open Opportunities?

Its pricing page lists a 7 day free trial without a credit card. It does not describe a permanent free plan. TenderSignal's free plan has no end date and needs no card: you can browse every live tender, search and filter, and keep one saved search with its matches, with a weekly email of how many new tenders it found. Pro finds, ranks and emails your matches every morning, with renewals in your sectors, buyer contacts, portal links and tender tracking with reminders.

Does TenderSignal cover the whole world?

No. TenderSignal covers the UK (England, Scotland, Wales and Northern Ireland) and the Republic of Ireland. That includes the national portals and a wide set of buyer portals. If you need tenders from many other countries, a global tool such as Open Opportunities is a better fit for that part of your pipeline.

Can I get buyer contact details on TenderSignal?

Yes. The free plan shows the buyer contact name, email and phone number on tenders that are also on a national portal, and Pro, at £39 a month + VAT, shows them on every tender, so you can speak to the right person before you bid. Buyer contact details are not listed among the Open Opportunities plan features on its website.

Does TenderSignal offer an API?

No. TenderSignal is an alerting and discovery tool for suppliers rather than a data licensing product. If you need tender data delivered by API into your own systems, Open Opportunities lists an API with pay-as-you-go pricing.
