Procurement
Description
NHS Grampian requires the hire, delivery, positioning, installation, connection, testing, commissioning, maintenance, breakdown support, decommissioning and removal of temporary packaged boiler plant at Turner Hospital, Turner Street, Keith, Banffshire AB55 5DJ.
The temporary boiler is required to provide winter heating resilience and shall deliver a minimum nominal thermal output of 205 kW, approximately 700,000 BTU/h.
A dual-fuel natural gas/oil solution is preferred. Where a suitable dual-fuel boiler cannot be provided, tenderers may propose a natural-gas-fired or oil-fired alternative, provided the proposed solution satisfies the minimum thermal duty and all requirements of the tender specification.
Tenderers must provide the manufacturer and model of the proposed boiler together with its rated output, fuel arrangement, boiler efficiency rating, modulation range and supporting technical data.
The successful Contractor will be responsible for providing a complete operational temporary boiler solution, including mobilisation, temporary hydraulic and fuel connections, electrical connections, controls, flue arrangements, testing and commissioning, planned maintenance, breakdown support and eventual decommissioning and removal.
A mandatory pre-installation site survey will be required following contract award to verify all site and system interfaces before mobilisation.
Full description
NHS Grampian is seeking to appoint a suitably qualified and experienced Contractor to provide a complete temporary boiler hire and support service at Turner Hospital.
The requirement comprises the hire and installation of temporary packaged boiler plant providing a minimum nominal output of 205 kW, equivalent to approximately 700,000 BTU/h. The Authority’s preference is for a dual-fuel natural gas/oil boiler. Where a suitable dual-fuel solution is unavailable, tenderers may propose a natural-gas-fired or oil-fired alternative.
The successful Contractor will be responsible for the complete temporary installation, including, where applicable:
- Pre-installation technical verification.
- Mobilisation, delivery and off-loading.
- Positioning and securing the temporary boiler.
- Temporary heating flow and return connections.
- Temporary pipework, hoses, valves, pumps, fittings, supports and insulation.
- Gas and/or oil connections.
- Temporary oil storage and containment where required.
- Electrical supplies and temporary distribution.
- Controls, interlocks and emergency isolation.
- Temporary flue and combustion-air arrangements.
- Frost and weather protection.
- Testing and commissioning.
- Combustion analysis and relevant certification.
- Operating and emergency information.
- Planned servicing and maintenance.
- Fault reporting and breakdown support.
- Contingency and replacement-plant arrangements.
- Decommissioning, removal and reinstatement on completion of the hire.
Mandatory Site Survey
Following award, the successful Contractor shall undertake a mandatory pre-installation site survey before the final solution is approved for mobilisation.
The survey shall establish and verify, as a minimum:
- Heating-system flow and return connection sizes and available connection points.
- Required operating flow and return temperatures.
- System operating and design pressures.
- Hydraulic and pumping requirements.
- Available natural-gas pressure, capacity and flow where applicable.
- Electrical supply and connection arrangements.
- Proposed temporary-boiler location.
- Safe flue route, position and termination.
- Temporary pipework, electrical and fuel routes.
- Delivery, lifting and access requirements.
- Temporary oil-storage and containment requirements where applicable.
The Contractor shall submit a written survey report, photographs, marked-up layout and final technical proposal before mobilisation.
The Turner Hospital water schematic supplied with the tender documentation is supporting information only and shall not replace the Contractor’s site verification and design responsibilities.
Mandatory Tender Requirements
Tenderers must, as a minimum:
- Offer a temporary boiler solution capable of providing a minimum nominal thermal output of 205 kW, approximately 700,000 BTU/h.
- Clearly identify the proposed fuel arrangement.
- Provide the boiler manufacturer and model.
- Provide the manufacturer’s technical datasheet.
- State the proposed boiler’s efficiency rating as a percentage, including the applicable rating basis and operating conditions.
- Confirm acceptance of the mandatory post-award pre-installation site survey.
- Include delivery, installation, commissioning, maintenance, breakdown support, decommissioning and removal within the proposed solution.
- Confirm that appropriately competent and registered personnel will undertake the relevant gas, oil, electrical, commissioning and other specialist activities.
Failure to satisfy a mandatory requirement may result in the tender being treated as non-compliant.
