Description

Glasgow City Council invites tender bids for the provision of private rented sector accommodation, together with all associated housing management services, for use as temporary furnished accommodation for individuals and families experiencing homelessness.

The Council intends to award up to four separate contracts under this procurement.

Full description

Glasgow City Council (the Council) has a statutory duty to provide temporary accommodation to people that are experiencing homelessness, to meet its obligations under Part II of the Housing (Scotland) Act 1987 – Homelessness Provisions (as amended).

The council requires suitable suppliers to provide private rented sector accommodation, to be used as temporary accommodation, for single people, couples, and households with children who are experiencing homelessness, and to provide a complete property management service in support of this provision.

The Council will be the Leaseholder for all properties and will define the terms of the Lease.

Suppliers will either be registered on the Scottish Letting Agent Register at the time of tender submission or achieve registration by the Request for Documentation stage and maintain this registration throughout the duration of the contract.

The supplier shall provide private rented sector accommodation that is fully furnished and is safe, warm and suitable for occupation. Throughout the duration of the Contract, all accommodation must comply with all applicable statutory and regulatory requirements.

Suppliers can offer a variety of property types including, apartments, maisonettes, detached/semi-detached/terraced dwellings, converted or purpose-built buildings including those above business premises. A proportion of the properties supplied must be capable of meeting the needs of households with mobility impairments, sensory impairments, or other accessibility requirements.

The Council intends to award up to four separate contracts under this procurement.

Each contract will require each awarded supplier to deliver 250 private rented sector properties by the end of Year 1 and to maintain a supply of 250 properties throughout the initial contract term, subject to the terms of the contract and agreed performance management arrangements.

An economic operator may participate in this procurement only once, whether as a sole Bidder or as a member of a consortium or joint venture. An economic operator must not submit, or be involved in, more than one tender.

Suppliers will have the opportunity to indicate whether they are able to deliver additional properties beyond the 250 target, and, where applicable, the anticipated timescales these would be available.

Where the Council requires additional capacity, due to not awarding 4 contracts it may exercise this option and modify one or more of the Contracts in accordance with Regulation 72(1)(a) of the Public Contracts (Scotland) Regulations 2015 as per the ITT. Additional capacity may also be required of suppliers through the lifetime of the contract where there is additional demand or if an awarded supplier is not able to deliver.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
