PL0310 Waste Management Services Contract 2029: Pre Market Engagement

Worcestershire County Council and Herefordshire Council (the “Councils”) currently receive waste services under a single integrated contract which, unless extended, will expire in January 2029.  The Councils want to explore the potential advantages of different procurement packages, including the separation of services currently delivered under the integrated contract. Further information describing the current services and waste streams managed under the contract is provided in the accompanying PME Supporting Document.

The purpose of this Preliminary Market Engagement (PME) Questionnaire is to seek feedback from the market on key considerations that will help inform the Councils' future procurement strategy for waste services. This includes exploring the benefits and challenges of different service delivery and procurement models, including the potential separation of services currently delivered under the integrated contract.

The Councils are seeking market feedback in relation to:

Energy from Waste Facility (EfW) Materials Recycling Facility (MRF) Household Recycling Centres (HRCs) Bulking and Transfer Services Food Waste Treatment Garden Waste Treatment
