Provision of Consultancy Services for an Independent Mixed-Use Viability, Market Demand and Development Options Review - Fleetwood Farm, Banks

West Lancashire Borough Council is seeking to appoint an independent consultant team to undertake an evidence-led review of the development potential of Fleetwood Farm, Banks. The purpose of the commission is to provide objective, professionally independent and evidence-based advice to inform future Council decision-making, having regard to funding (GRA vs HRA), planning considerations, market demand, regeneration objectives, viability, public value, land control, deliverability and financial risk. The review must be transparent, robust and capable of withstanding scrutiny from members, officers, auditors, stakeholders and the wider public.
