NHMF Frameworx Planned Maintenance, Net Zero Carbon and Passive Fire Safety Works Framework Agreements 2022

NHMF Frameworx on behalf of NHMF (NPC) members wishes to appoint a number of Contractors, to two Frameworks, one for Direct Awards, and one for Mini-Competitions. Each of the Frameworks is broken down into 6 workstreams which are: Planned Maintenance - External and Communal Works Planned Maintenance - Internal Works Planned Maintenance - External, Communal and Internal Works Cyclical Redecoration and Pre-Decoration repairs Net Zero Carbon Works Passive Fire Safety Works The Frameworks are national covering England, Wales, Scotland and Northern Ireland with the ability to operate in specific geographical regions.

This portal is for the downloading of the draft procurement documentation, submission of tenders and communicating requests for and responses to clarifications. All requests for procurement documentation, communications and submission of tenders must be made via the Portal, which can be accessed at https://etenders.nhmfframeworx.org.uk

After creating an account on eTenders@NHMF-Frameworx, users will receive an email with a link to activate their account. Once activated and logged in , users will need the following code to register for the procurement documentation: NPC2001

Economic operators may seek clarification where they consider any part of the procurement documentation is unclear. All queries and any clarifications must be communicated using the secure email messaging function within the Portal, but to be received no later than 17:00 on 02.11.2022, this will provide an audit trail of all clarification requests and responses issued. It will not be possible to respond to any queries received after that stipulated date and time. It is the Economic Operators responsibility to regularly monitor communications raised and issued through the Portal. Response to requests for clarification will be communicated by NPC to all Economic Operators through the portal secure email messaging system. When uploading Tender Documentation , Economic Operators must be aware of any speed limitations of their internet connection, system configuration and general web traffic etc., as these may impact on the time taken to complete the transaction. Uploading of submissions must be completed by the deadline closing date and time. DO NOT WAIT until too near the closing time on the return date. The closing deadline for uploading completed tender documentation is the 09.11.2022 at 15.00. Please note that the Portal will not permit tender submissions to be uploaded after the closing deadline. Tenders and supporting documentation must be visible to NPC and their advisers only after the closing deadline. NPC on behalf of its members is seeking to appoint Contractors to a framework to undertake all trades Cyclical Redecoration and Pre-Decoration Repairs Works to their various dwellings, estates and schemes.

Cyclical Redecoration and Pre-decoration Repairs will include:

redecoration of existing decorated surfaces to windows, doors, fascias, rainwater and sanitary pipework, walls, soffits, to external fenestration and common parts including communal rooms, together with redecoration to bin stores, garages, cycle sheds, fencing, railings, screens, gates and the like to boundaries, paths, drives and communal areas, staircases, access decks/balconies ordered in accordance with the provisions of the Contract which have been 'packaged' into a pre-planned programme of works. Cyclical Redecoration shall also include the cleaning as specified of the external surfaces of any PVCu components or products e.g. windows, doors, soffits, fascias, cladding and the like that may be encountered.

Pre-decoration Repairs includes for any installation, construction, repairs, maintenance, renewals, reinstatement or replacement Works or Works of improvement (other than that defined as Cyclical Redecoration) that is ordered in conjunction with Cyclical Redecoration and is required to be undertaken in conjunction with or before the Cyclical Redecoration can be undertaken.The work includes but is not limited to;

• Overhaul of rainwater goods including renewals;
• Overhaul of external doors and windows including associated joinery repairs and renewals prior the decoration of external and internal communal area shared hall and stairways etc;
• Decorations to external elevations including associated joinery and carpentry repairs/renewals;
• Decoration to internal communal shared areas;
• Works of renewal, improvement or repair not associated directly with Cyclical Redecoration of the component renewed or repaired; and
• The provision of appropriate access to external elevations where necessary, to comply with current Health and Safety regulations.
