Description

This Prior Information Notice (PIN) announces the Contracting Authority's intention to establish a Heating, Electrical, and Decarbonisation Framework. This framework will replace the current provision and will cover a wide range of services related to Heating, Electrical systems, Retrofit and Decarbonisation within the public sector. The expected tender release date is mid-November 2024.

The Framework will be divided into six lots, enabling the selection of CPV codes, regions, and financial capacity criteria. As a framework agreement, the expected expenditure is set at 1GBP, with a maximum capacity of 90 million GBP. All public sector bodies listed in the latest classification guide by the Office for National Statistics (ONS) will have access to the Framework.

This includes government departments, local authorities, educational institutions, healthcare organisations, and other public sector entities covered by the ONS classification. Further details and participation instructions will be provided by ProcurePublic upon release. Existing appointees and organisations expressing interest via the mytenders.

co. uk portal will be notified when the tender is issued.

Full description

Lot 5 of the Heating, Electrical, and Decarbonisation Framework focuses on Decarbonisation and Retrofit Works, with specific relevance to contractors experienced in funded projects, such as the Social Housing Decarbonisation Fund (SHDF). Contractors in this lot will be responsible for delivering retrofit projects aimed at improving the energy efficiency of public sector buildings, particularly social housing. These works may include insulation upgrades, energy-efficient heating system installations, and other measures that reduce carbon emissions and improve energy performance.

Lot 5 will target public sector properties, with a focus on social housing owned or managed by local authorities and housing associations. Contractors must demonstrate expertise in retrofit projects, energy efficiency improvements, and compliance with the SHDF funding requirements. The goal of this lot is to help public sector organisations meet their decarbonisation targets and improve the overall sustainability of their buildings.

The total framework value across all six lots is 90 million GBP, and Lot 5 provides a flexible agreement that allows contractors to select the appropriate CPV codes, regions, and financial capacity criteria suited to their business operations.

Qualified contractors with experience in decarbonisation, retrofit works, and SHDF funded projects are invited to express their interest. Further details and tender participation instructions will be provided when the tender is officially released.
