Paddington Village Heat & Energy Network Technical Advisor

LCC have appointed a Technical Advisor for PV HEN with a focus on the following tasks:

1. Connection of Plot 9 (Hemisphere) to the network.

Involvement in the design, procurement and delivery of the buildings connection to the network by providing the following services:-

a) Lead Engineer (concept design, design review, on site monitoring and approvals, overseeing commissioning).

b) Quantity Surveyor / Project Manager (cost plans, works procurement, contract setup and administration).

2. General Operational Support for the Network.

The ongoing maintenance and operation (O&M) of the network is undertaken by Vital Energi. Monthly O&M reports are produced, and monthly O&M meetings are held. It is proposed that technical support is procured by LCC to allow a client-side engineer to review and where necessary challenge the service provided by Vital Energi. It is anticipated that around 10 hours per month would be required to perform this role.

3. Operation and Maintenance (O&M) Provider Procurement.

O&M contract for PV HEN ends May '26 and requires re-procurement. There will be a requirement to have engineer support in the selection of an O&M provider, and ideally that should be the same engineer providing the general operational support (task 2 above). Primarily they would prepare the technical specification document for O&M providers to price and be pivotal in the assessment of the tender returns.

4. Ad Hoc Support for Future Connections.

In addition to the connection of Hemisphere (Plot 9) there are also additional plots which still require connection. Previous experience has shown that engineering support will be required for the initial discussions with possible future connections. This often revolves around the production of technical specifications and attending technical meetings with prospective customers.
