What happened

New Forest District Council awarded this contract to Arcadis Consulting (UK) Limited on 1 Sept 2026. The contract runs until 1 Sept 2028.

Description

Consultancy support to develop and coordinate electrical infrastructure upgrades at Marsh Lane Depot.

The project follows Arcadis' previous appointment through the ESPO 664_21 Consultancy Services Framework (Lot 8b Environmental & Sustainability) to undertake the Marsh Lane Depot Site Appraisal and Strategy/Masterplan study. That work identified significant electrical capacity constraints at the depot and highlighted the need for increased power supply capacity to support existing operational requirements and the future electrification of the Council's vehicle fleet.

The proposed commission will develop electrical and civil engineering designs through RIBA Stages 2, 3 and 4, including:

Assessment of existing electrical constraints.

Coordination with Scottish and Southern Electricity Networks (SSEN) regarding a secondary substation connection.

Development of electrical infrastructure designs across the site.

Design of Phase 1 EV charging infrastructure and safeguarding/future-proofing measures for future phases.

Cost planning and option appraisal.

Principal Designer duties under CDM Regulations.

Production of technical information to support future procurement of construction works.

The business need is to address existing power capacity constraints affecting depot operations whilst supporting Fleet Decarbonisation objectives and reducing the need for future disruptive and costly infrastructure alterations.

The project supports NFDC sustainability objectives by facilitating the transition to electric vehicles, future-proofing infrastructure investment and promoting efficient whole-life asset management.
