Basic Asset Protection Agreement relating to the construction of the proposed public realm at Highams Park Station car park, London

This Basic Asset Protection Agreement (“BAPA”) is required to facilitate the design and construction of public-realm improvements within/adjacent to Highams Park Station car park, where the works may affect, interface with, or require access to Network Rail-owned and controlled railway assets, land and operational infrastructure.

The BAPA will govern Network Rail’s asset-protection role, including review and acceptance of design information, technical assurance, approvals, site/access arrangements, safety and protection requirements, monitoring and any associated railway-interface activities. The agreement is necessary to ensure that the proposed works do not adversely affect the safe operation, maintenance, integrity or future use of the railway.
