Provision of Kerbside Collections and Associated Services for the Islands of Eday, Sanday, Stronsay, Westray, North Ronaldsay, Papa Westray, Rousay, Egilsay and Wyre

Orkney Islands Council ("the Authority") has a requirement for the provision of kerbside collections and associated services, the majority of these provided as a statutory requirement under the Environmental Protection Act 1990 (As Amended), for domestic and commercial wastes arising on the Islands of Eday, Sanday, Stronsay, Westray, North Ronaldsay, Papa Westray, Rousay, Egilsay and Wyre within the Orkney Island Group.

Orkney Islands Council (“the Authority”) has a requirement for the provision of kerbside collections and associated services, the majority of these provided as a statutory requirement under the Environment Protection Act 1990 (As Amended), for domestic and commercial wastes arising on the Islands.

The Contractor will be required to provide “kerbside” collections, including the delivery of associated consumables to service users, and other services for the Islands of Rousay, Egilsay and Wyre.

In summary these services to comprise of the provision of weekly ‘kerbside’ domestic, commercial and litter bin residual waste collections, provide scheduled special collections of ‘bulky’ waste items and the supply and delivery of consumables to enable service provision and service user participation.. The new contract will be for a five year duration commencing 1 January 2027 with an initial term of 3 years with the option to extend for a further 2 x 12 months. The value of the contract is estimated over the 5 year duration.

Orkney Islands Council reserves the right to cancel the procurement at any stage and not award a Contract. The expenditure, work or effort undertaken by bidders prior to the award of any Contract is accordingly a matter solely for the commercial judgement of bidders.

Late tenders will not be considered by the Council and all questions are to be submitted via the Questions and Answers section of this Contract advertisement on PCS.

An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 may bring proceedings in the Sheriff Court or Court of Session.
