Evaluate implementation of Local Listed Building Consent Orders (LLBCOs) to understand cost, VFM, complexity, any barriers to implementation, and impacts
To cover: What subjects LLBCOs cover and whether there are groups or typologies; what approach Local Planning Authorities (LPAs) are taking to developing them, the resources associated with developing LLBCOs and whether these differ by type. What are the estimated savings (financial / work avoided) to LPAs are from the introduction of L How LLBCOs are working – what requirements do they place on applicants, what is the awareness of LLBCOs, what are the wider benefits – to applicants or societally. To provide conclusions in relation to the following questions
- Are LLBCOs Value For Money (VFM)?
- Are LLBCOs being developed in the most effective and efficient way; is there scope to improve the way that LLBCOs are being implemented?
- Are LLBCOs being implemented consistently, and is there scope to improve the way they are implemented to ensure that benefits are being realised
