Full description
This Lot provides Fire Safety, Authorising Engineer (Fire) [AE(F)] Services and Training, including fire safety consultancy, compliance audits, governance and assurance support, fire risk management, technical reviews, competency assessments and specialist advice in accordance with relevant legislation, NHS Firecode and industry standards.
The Lot also includes fire safety training services, ranging from statutory and mandatory training to specialist programmes for Responsible Persons, Authorised Persons and estates teams. Services may support operational estates, refurbishment and capital projects, helping Contracting Authorities maintain safe, compliant and resilient environments. Suppliers appointed to this Lot may be appointed to deliver individual or integrated fire safety, AE(F) and training services through direct award or further competition in accordance with the Framework Agreement.
How to engage
Quality Trusted Solutions LLP (QTS) undertook Preliminary Market Engagement (PME) in advance of the proposed procurement of the QTS Consultants Framework. The purpose of the engagement was to gather market intelligence, understand supplier capacity and capability, test the proposed framework structure and obtain feedback on market developments likely to affect delivery over the next four years. The engagement took place between 1st April 2026 and 7th June 2026 Five suppliers representing architecture, project management, engineering consultancy, estates advisory and strategic partnership sectors participated in the engagement process. The market confirmed strong support for the proposed lot structure and the overall objectives of the framework. Suppliers highlighted significant developments across digital transformation, net zero carbon requirements, healthcare estate modernisation, Building Information Modelling (BIM), modern methods of construction (MMC), fire safety compliance and integrated programme delivery. Suppliers broadly agreed that demand for specialist consultancy services across the NHS and wider public sector is expected to increase significantly between 2027 and 2031, driven by: • NHS estate backlog reduction programmes. • Decarbonisation and sustainability initiatives. • New Hospital Programme and healthcare infrastructure investment. • Fire safety and building compliance requirements. • Digitisation and asset intelligence programmes. • Strategic estate rationalisation and transformation projects.
