The council intends to recommission a pan-London community-based accommodation and intensive support provision for 16 and 17 year old males as an alternative to custody. This approach has been developed to address the shortfall of suitable accommodation and support in London resulting in London children being twice as likely to be placed in custody than in other parts of England.
