Lifecycle Component Replacement - Dynamic Purchasing System (DPS) 2026

Aberdeenshire Council is looking to establish a Dynamic Purchasing System of contractors for the delivery of their Lifecycle Component Replacement across their estate.

Lot 1 of the DPS is for Lifecycle Component Replacement Projects, which covers Works that are required to maintain the operational life of a Council building.

Recent examples include:

• Gas and oil boiler replacements
• Roof replacements
• Window and door upgrades
• Electrical rewires
• PV installations
• Fire and intruder alarm upgrades
• Toilet refurbishments
• DDA adaptations. SDP is the pre-qualification questionnaire for this Lot and is to be completed via PCS-T.

This is a Dynamic Purchasing System (DPS) and is the second Notice (unsealed) for this DPS following the closed sealed notice. This notice shall expire in May 2030. If you have tendered for the first notice and are accepted, you will not need to sign up to the DPS again. However if you have come off the DPS or have not been successful or missed the first notice, you will need to reapply following the instructions in this notice.

Competition for individual routes shall be tendered under the DPS from as early as 08 May 2026 until its conclusion in 2030.

Suppliers are free to apply to join the DPS at any point between now and 7th May 2030. Whilst on the DPS, suppliers should ensure that their SPD is kept up to date.

Any mini competitions run under the DPS will only be open to those suppliers on that individual Lot, at that moment in time.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The individual call offs will be vastly reduced from this figure and will be targeted across the local market anyway, so to apply such a clause may be detrimental to what we're trying to achieve.
