Fusion21 Construction & Refurbishment Framework (2027-31)

Fusion21 is establishing a 4-year Construction and Refurbishment Framework. The framework will cover the provision of construction and refurbishment works for participating contracting authorities across the United Kingdom, in accordance with the objectives and requirements of the Procurement Act 2023 (PA23). The framework is divided into the following lots:

Lot 1 – Housing Refurbishment & New Build Lot 2 – Non-Domestic Refurbishment & New Build

Technical ability requirements, as part of the conditions of participation, are detailed within the Qualification section - Common Assessment Standard (CAS), Appendix C - Specification Document, and as described in Appendix A - ITT Document.

The conditions of participation to include:

• Common Assessment Standard (CAS) or CHAS Elite
• ICO Registration
• Cyber Essentials
• Carbon Reduction Plans (CRP)
• Independent Site Performance Assessment and Continuous Improvement
• Social Value Delivery Experience
• Relevant Project Experience
• Prompt Payment and Supply Chain Management
• Supplier Commitments: The bidder must confirm its commitment to applying the following requirements to contracts awarded under the framework where they are relevant and required by the Framework Specification:

• Considerate Constructors Scheme registration
• Construction logistics
• Environmental assessment
• Fair and prompt payment

Minimum turnover requirements:

• £0 - £5m value band: minimum annual turnover of £10m
• £5m - £15m value band: minimum annual turnover of £30m
• £15m+ value band: minimum annual turnover of £50m
