2. Aim - Estyn is seeking to appoint a suitably experienced creative, brand or communications agency to develop and support the delivery of a bilingual recruitment and culture campaign. The supplier will provide a comprehensive service from research and strategic development through to creative production, implementation guidance and evaluation. - The campaign should position Estyn as a modern, purpose-led and inclusive employer; strengthen pride and advocacy among existing staff and our wider inspector community; and help attract a broad and diverse range of high-quality candidates to employed and contracted opportunities. Estyn is seeking to appoint a suitably experienced creative, branding or communications agency to develop and deliver a bilingual Recruitment and Culture Campaign. - The contract will include research and discovery, development of an employer value proposition (EVP), campaign strategy and creative identity, production of Welsh and English campaign materials, video and digital content, recruitment advertising assets, internal staff engagement materials, and media activation planning. - The successful supplier will also be responsible for campaign evaluation, reporting and handover of final materials, in accordance with the tender specification. - The maximum available budget for the contract is £18,000 inclusive of VAT. - The campaign is scheduled to launch on 1 April 2027, with evaluation and handover anticipated by 1 May 2027. - All ongoing and recurring costs must be clearly identified in the Price Schedule and will be considered when assessing the whole-life cost of the contract.
