- Timescales: strictly tied to Levelling Up Fund drawdown deadlines; design decisions must be made promptly to avoid programme critical delays to Cultural Hub Build Programme

- Administer and report on compliance and value
- Sustainability: Car Park roof mounted PV array, improved thermal envelope, LED lighting, high efficiency Electrical, Plumbing and Mechanical Services
