Description
[EXCLUDED > Quick Quote] Clare's Law Right to Ask: Campaign Brief September 2026
Background and rationale The Domestic Violence Disclosure Scheme, commonly known as Clare's Law, enables a person to ask police to consider whether relevant information about a current or former intimate partner should be disclosed to help protect a person at risk. A concerned third party may also make an application, although any disclosure will usually be made to the person best placed to use the information for safeguarding. Public understanding of Clare's Law, and the distinction between Right to Ask and Right to Know, is variable. This campaign will focus on improving awareness of the Right to Ask across Hertfordshire, so that people who are worried about a current or former intimate partner know that they can ask the police to consider whether relevant information can be disclosed. The aim of the campaign is to increase awareness, understanding and safe accessibility of Clare's Law Right to Ask across Hertfordshire. The campaign should help people concerned about an intimate partner to seek information, receive appropriate safeguarding support and make informed choices. We are seeking a communications or creative agency to create the campaign content and support the delivery of the campaign across Hertfordshire. This will be a joint campaign between the Office of the Police and Crime Commissioner for Hertfordshire and Hertfordshire Constabulary. We want the campaign to reach beyond people who already follow police or OPCC channels, using a combination of compelling creative content, paid digital advertising, partner networks and community engagement. Campaign objectives
- Increase awareness of Clare's Law Right to Ask among Hertfordshire residents.
- Improve public understanding of who can make an application and what the process can and cannot provide.
- Equip partner agencies and community organisations with campaign materials.
- Improve the visibility and accessibility of online, telephone and police station application routes.
- Promote clear safeguarding messages, including where to go for urgent help and specialist support.
- Reach people who may not ordinarily engage with police, OPCC or domestic abuse communications.
- Create a bank of high-quality campaign materials that can continue to be used by the OPCC and Hertfordshire Constabulary beyond the initial campaign period.
Target audiences
- Members of the public, including those who are concerned about a current or former intimate partner and want to understand whether they can ask police for information.
- Friends, family members, professionals and community representatives who may be worried about someone else.
- Partner agencies including local authorities, health, domestic abuse services, voluntary and community sector organisations, education settings, employers and community safety partners.
- We would welcome proposals that demonstrate an understanding of how different audiences may encounter, respond to and safely engage with this subject.
Campaign deliverables
- A clear campaign identity and core message.
- Campaign copy and key messages for different audiences.
- Digital graphics for social media and partner channels.
- Creative variants specifically designed for paid Meta advertising.
- Short video, animation or other engaging content suitable for public awareness raising.
- Myth-busting content explaining what Clare's Law can and cannot do.
- Posters and printable materials for partner organisations and community venues.
- Materials suitable for supporting face-to-face engagement and community activity.
- A partner toolkit with approved wording, suggested posts and signposting information.
- A paid media plan.
- A final campaign performance report.
- A complete campaign asset library containing final approved materials in appropriate formats.
- Editable/master versions of agreed assets and templates to enable future reuse and adaptation.
Final materials will be reviewed and approved by the OPCC, Hertfordshire Constabulary and relevant partners before publication. Ownership and future use The OPCC and Hertfordshire Constabulary want the campaign to have value beyond its initial launch period. The campaign should therefore create a bank of high-quality materials that can be used again for future awareness activity, partner engagement and relevant communications throughout the year. The OPCC will require appropriate rights to retain, reproduce, publish, adapt and reuse final commissioned campaign materials beyond the initial campaign period without additional usage or licensing fees. Where third-party photography, video, music, fonts, illustrations or other licensed material is proposed, any restrictions on future use must be clearly identified before approval. At the end of the project, the agency should provide finished assets alongside appropriate editable/master files, templates and source materials necess
