How to engage

The Royal Borough of Greenwich ("the Council") is undertaking a Preliminary Market Engagement exercise to inform the future procurement of Statutory Notices and Advertising Services. The purpose of this engagement is to better understand the market's capacity, capability, innovative approaches and commercial models for delivering statutory notice publication and Council advertising services. The information received will assist the Council in refining its requirements, developing its procurement strategy and ensuring that any future contract delivers value for money, compliance with statutory obligations and positive outcomes for residents. The Council is seeking feedback from suppliers who can provide local newspaper publication services, including both print and digital channels, to support the publication of statutory notices and wider Council communications. The key objectives of this engagement are to: • Test the proposed scope of the service. • Understand current market capability and capacity. • Explore innovative publishing, distribution and accessibility solutions. • Gain insight into commercial models. • Understand how suppliers can contribute to Greenwich’s social value objectives. • Identify potential risks, opportunities and barriers that should be considered in any future procurement. The Council has a legal obligation to publish a range of statutory notices relating to its functions and responsibilities. These include, but are not limited to: • Traffic Regulation Orders. • Planning Notices. • General Public Notices. • Other legally required public advertisements. In addition to these statutory requirements, the Council regularly places a variety of display advertising, including: • Recruitment advertisements. • Choice Based Lettings advertisements. • Service promotion campaigns. • Public consultations. • Community and event information. The Council currently requires publication services that provide: • Borough-wide coverage. • Reliable and auditable distribution. • Digital accessibility. • Alternative communication formats where required. • Strong customer service and contract management. The current contract is due to expire in 2027, and the Council is therefore seeking to engage with the market before commencing a formal procurement process. The Council is particularly interested in understanding how suppliers can support: • Modern publishing solutions. • Changing resident media consumption habits. • Increased digital engagement. • Environmental sustainability. • Improved accessibility. • Delivery of social value outcomes. Interested suppliers are invited to participate in this pre-market engagement exercise. The associated documentation and questionnaire are available via the Authority's e-procurement portal (Proactis). Suppliers wishing to access the documents should register (where required) and express an interest in the opportunity through the portal. https://supplierlive.proactisp2p.com/Account/Login Responses must be provided before 5pm on 16th October 2026.
