Full description

NHS South East London ICB is seeking to commission Bromley Mental Health and Wellbeing services.

The Bromley Mental Health and Wellbeing Hub (BMHWH) is the primary prevention and early intervention adult mental health community and emotional wellbeing service in the borough.

The BMHWH will provide a range of best practice services and interventions that help adults with mental health and emotional wellbeing challenges to: improve their mental health, to overcome identified individual problems, to better connect with their communities, to become more active and healthy, to access employment and learning opportunities, to live more happily and independently, to be more resilient in the face of adversity, and to, wherever possible, help individuals to avoid a mental

health crisis situation or the need for secondary mental health or hospital care.

Working alongside Oxleas NHS Foundation Trust and Bromley Talking Therapies, the BMHWH will host and coordinate the Adult Mental Health Single Point of Access (MH-SPA), which will effectively screen and triage all adult mental health and

emotional wellbeing referrals, making sure that all eligible clients can access the right tailored support plan and/or treatment for them.

The BMHWH shall, for adults with mental health and emotional wellbeing challenges, provide the following different service elements:

A. host and coordinate the Mental Health Single Point of Access (MH-SPA).

B. provide the BMHWH information, advice and guidance service.

C. deliver the tailored wellbeing support and recovery college service.

D. deliver the skills, volunteering, apprenticeships and employment support service.

E. deliver the perinatal and post-natal wellbeing support service.

F. deliver the step-down support from secondary mental health service

The service objectives of the BMHWH are to:

  • Offer a diverse and tailored range of interventions to individuals with mental health challenges within the community to meet identified psychological, physical and social needs.
  • Build resilience for people with mental health challenges so that they are able to live more independently and to better self-manage their own mental health and wellbeing challenges.
  • Enable early access to support for those in need, to enable people to recover from any mental health challenges and to stay well, to prevent the progression of mental health issues or the need for crisis intervention.
  • Reduce inequality in access and experience of mental health and physical health care for people with mental health challenges across the borough.
  • Deliver a seamless care pathway across adult mental health services in Bromley through the Mental Health Single Point of Access (MH-SPA) in partnership with Oxleas NHS Foundation Trust and Bromley Talking Therapies.
  • Help people to recover from mental health challenges and to stay well thereafter.
  • Supplement the local authority's duties under the Care Act 2014 to prevent, delay or reduce the development of need for care and support.
  • Reduce mental health crises for the identified population and to prevent, wherever appropriate, people requiring secondary mental health care.

The Bromley Mental Health & Wellbeing Hub Contract to be entered into will be in accordance with the NHS Standard Contract issued by the Authority.

The Contract will commence on 1 April 2025 for an initial period of 5 years. The Contract may be extended for an additional period of 2 years, at the sole discretion of the Authority.
